Page no. 3 of manuscript is a typeset circular entitled \"Education of the Poor Black and White Population In Our Southern States\", published in Syracuse, and dated \"Sept. 9, 1863\", which is addressed from the Executive Committee of the Auxiliary Freedman's Relief Association of the city of Syracuse, calling for a meeting to be held on September 11, 1863 at the First Presbyterian Church. This circular is unaddressed in May's letter to Wallcutt."
