"Holograph. This letter is apparently unfinished. William Lloyd Garrison will not give his approval for any scheme to bring laborers into the South because of the possible adverse effect it may have on the employment of freedmen. Garrison writes: \"Moreover, I am first desirous to see the freedmen of the South fully employed, on fair wages, before gratifying the spirit that would starve them out (I mean the old slaveholding spirit) by procuring substitutes.\""
